Are you equipped to handle legal issues? If you'd like to learn more on the subject, be sure to register for Dennis Gerschick's''What Every Accountant Needs to Know About Legal Issues'' (course no. 03014), March 18 at the GSCPA Training Center. This course, which qualifies for 8 hours of A&A, will address a number of important and common legal issues that frequently confront business owners and managers.

Join us for the 2004 Spring Decision Makers Conference at Cobb Galleria Centre, Wednesday & Thursday, April 27- 28. This event features concurrent sessions each afternoon and allows attendees to create their own customized program of 17 hours of CPE including a possible 6 hours of A&A. The luncheon speaker on April 27 is Truett Cathy, founder of Chick-Fil-A. Come hear his inspirational story of creating a successful business and making sure his company remains involved in the local community. The early registration deadline ends April 7, 2004.

The 2004 Continuing Education (CPE) Course Guide will be mailed in April. All GSCPA members will automatically receive a copy unless you have requested to only use the online copy. IRS Updates the 'Dirty Dozen' for 2004
- In an update of an annual consumer alert, the IRS urged taxpayers to avoid falling victim to one of the "Dirty Dozen" tax scams and a variety of other schemes. In the new 2004 ranking, several new scams have reached the top of the consumer watch list, including abusive trusts and the "claim of right" doctrine.

Interest Rates Increase for the Second Quarter of 2004 - The IRS announced that interest rates will rise by one percentage point for the calendar quarter beginning April 1, 2004. The interest rates are as follows: five (5) percent for overpayments [four (4) percent in the case of a corporation]; five (5) percent for underpayments; seven (7) percent for large corporate underpayments; and two and one-half (2.5) percent for the portion of a corporate overpayment exceeding $10,000.

IRS Issues Guidance on Recoverable Reserves - The IRS issued new guidance on the computation of total recoverable units for purposes of computing cost depletion under Section 611 of the Internal Revenue Code. This guidance was developed under the Industry Issue Resolution
program (IIR).

SEC Extends Sarbanes-Oxley Section 404 Compliance Dates :

The SEC has extended the compliance dates for amendments to its rules under the Securities Exchange Act of 1934 that were adopted on June 5, 2003, pursuant to Section 404 of the Sarbanes-Oxley Act. The amendments require a company to include in annual reports a report by management on the company's internal control over financial reporting and the accompanying auditor's report.

Candidates May Register for Computerized
CPA Exam:


Candidates preparing to sit for the computerized Uniform CPA Exam can begin scheduling appointments online with Prometric, via telephone at 800-580-9648, or on-site at a test center. To reserve a seat, candidates must have applied to a state board of accountancy or a designated agent and received a "notice to schedule" (NTS). The exam, which officially launches on April 5, will be delivered at over 300 test centers in the U.S., District of Columbia, Guam, U.S. Virgin Islands, and Puerto Rico.

The GSCPA is providing a free brochure on tax tips for 2003 for you to provide your clients. Developed by the AICPA, this brochure is a great marketing piece for your firm. To get your free copies, contact Jamie Etzbach.
HELP FIGHT CANCER IN GEORGIA - Support the Georgia Cancer Research Fund by indicating an amount on the Georgia income tax return using the 500 and 500EZ state tax forms or when filing electronically. Indicate an amount to be subtracted from your tax refund or add it to the taxes you owe. Imagine the impact against cancer if all Georgians contributed on their tax return.
